Framework Description
Asbestos Related Works & Services (SXL 0722) is a Scotland Excel framework agreement made available to APUC member institutions, so universities and colleges can use it as well as councils. It has four lots covering surveys, removal and disposal, analytical services, and combined surveying and analytical services. Applications for this framework are closed, and it runs to 13 December 2027, with no extension option.
Context & Use Case
Estates teams use it before refurbishment, demolition or maintenance work on older buildings, and to keep asbestos registers and management plans up to date. Typical call-offs are management or refurbishment surveys, licensed removal ahead of capital projects, and air monitoring during and after works. Universities and colleges draw on the same lots and contractors that Scottish councils use for this work.
Scope of Services
Asbestos surveys Asbestos removal and disposal Asbestos analytical services, including air monitoring Combined asbestos surveying and analytical services
Lots
Asbestos Surveys; Asbestos Removal and Disposal; Asbestos Analytical Services; Asbestos Surveying and Analytical Services
Who Can Apply
Suits UKAS-accredited asbestos surveyors and analytical laboratories, and HSE-licensed removal contractors with experience in occupied buildings. Applications for this framework are closed, so others cannot join until Scotland Excel re-tenders it; with no extension available, that is likely to happen before 13 December 2027.
Buyer Benefits
Asbestos work carries legal duties under the Control of Asbestos Regulations 2012, and estates managers need assurance that surveyors and removal contractors hold the right accreditation and licences. A framework where that has already been checked saves time and reduces risk, and separate lots let a buyer appoint surveying and analysis apart from removal.
Next Steps
Appointed contractors should make sure APUC member estates teams know SXL 0722 is open to them, not only to councils. Others should watch Public Contracts Scotland and Scotland Excel's procurement schedule for the replacement, expected during 2027, and have accreditation certificates, licence details, insurance and recent case studies ready.
How Athena Can Help

Ahead of the 2027 re-tender, we prepare the full submission through our route onto Scotland Excel frameworks, including policies and certificates. We can also review your survey and removal rates through our public sector tendering support so they are competitive and still profitable.
