Framework Description
Building & Construction Consultancy (SXL0920) is a Scotland Excel framework agreement that APUC member institutions can use for professional services on capital and maintenance projects. Its 14 lots run from architecture and engineering disciplines to clerk of works, CDM advice and master planning. Applications for this framework are closed, and it ends on 18 April 2027, with no extension option.
Context & Use Case
University and college estates teams use it to appoint design teams and advisers for new buildings, refurbishments, conservation work on listed property and campus master plans. Buyers can appoint a single discipline, such as a quantity surveyor, or a multi-disciplinary team through the in-house or architect-led lots. Because Scotland Excel let it for councils, universities buy from the same consultant pool as local government.

Who Can Apply
Suits architecture practices, engineering consultancies, surveyors, project managers, clerks of works and CDM advisers, from specialist SMEs to multi-disciplinary firms. Applications for this framework are closed and it has no extension, so firms not already appointed must wait for Scotland Excel's re-tender, which is likely to be advertised before 18 April 2027.
Buyer Benefits
Estates teams can appoint a consultant without running a full tender, on terms agreed at framework level. The breadth of lots means one agreement covers the whole design team, and specialist lots such as conservation architecture, clerk of works and CDM advice give access to skills a university needs only occasionally.
Next Steps
Appointed consultants should make sure university estates directors know SXL0920 is available to them, not only to councils. Others should watch Scotland Excel's procurement schedule and Public Contracts Scotland (original notice AUG511724) for the replacement, decide which lots match their disciplines, and assemble education and public sector project references before the framework ends in April 2027.
How Athena Can Help
Consultancy call-offs are often scored on team, approach and fee. For firms already appointed, Athena's bid and proposal writing sets out a clear methodology and win themes for each university brief, and our public sector fee advice keeps your fee competitive without eroding the margin.
If you are aiming for the replacement framework, we can work out which of the 14 lots suit your disciplines and prepare the full submission through our framework application service, including case studies and compliance checks.
