Framework Description
Construction Materials (SXL 1422) is a Scotland Excel framework agreement made available to APUC member institutions. It has five lots covering electrical materials, building and timber, plumbing and heating, trade materials and power tools, and road maintenance materials. The current term ends on 9 June 2027, with an option to extend by 12 months to 9 June 2028.
Context & Use Case
In-house maintenance teams at universities and colleges use it to buy the materials for repairs, small works and refurbishments, while councils use the same agreement for housing, building and roads maintenance. Ordering is usually routine and frequent, so branch coverage and delivery to site matter to buyers. The road maintenance lot mainly serves councils rather than universities.

Who Can Apply
Suits builders' merchants, electrical and plumbing wholesalers, timber suppliers and road materials suppliers with delivery or branch coverage in Scotland. Applications for this framework are closed, so suppliers not already appointed cannot join until Scotland Excel re-tenders, likely around June 2027 or 2028 if extended.
Buyer Benefits
Maintenance teams need materials quickly and at a known price. A framework with merchants already appointed by trade gives them agreed price lists, account terms and delivery arrangements, and avoids running a tender for each type of material. Scotland Excel's volumes across councils keep prices lower than a single university could negotiate.
Next Steps
Appointed merchants should make sure university estates teams know SXL 1422 is open to them. Others should check Public Contracts Scotland (original notice AUG536737) and Scotland Excel's schedule for the replacement, choose the lots that match their range, and prepare branch coverage, pricing and sustainability information for the next tender.
How Athena Can Help
Materials frameworks are price-driven, but quality answers on delivery and sustainability still separate close bids. Athena's public procurement pricing support helps you build a price file that wins and keeps a margin, and our bid writers and editors handle the quality responses.
If you are not yet appointed, we can identify the right lots and prepare your submission for the next Scotland Excel round through our framework registration route.
