Education Materials

Live

Framework Description

Education Materials is a Scotland Excel framework agreement listed in APUC's catalogue for universities and colleges in Scotland. It has eight lots, from general education materials and arts and crafts to musical instruments, scientific equipment and sports equipment. The current term runs from 1 August 2025 to 31 July 2029, with no extension option.

Context & Use Case

Councils use it to supply schools and early learning centres, and colleges and universities use it for classrooms, workshops, studios and labs. Lots for early learning and additional support needs products are aimed largely at schools, while scientific, musical and sports equipment are relevant to colleges too. Buyers can call off directly or run a mini-competition.

Who Can Apply

Suits education suppliers, from large catalogue distributors to specialists in ASN products, musical instruments or science equipment. Applications for this framework are closed, so suppliers not already appointed cannot join until Scotland Excel re-tenders it, likely ahead of 31 July 2029.

Buyer Benefits

Schools and colleges order often and in small quantities, so catalogue range, ordering ease and delivery reliability matter. Specialist lots give teachers access to suppliers with expert ranges, such as ASN or musical instruments, and Scotland Excel's volumes across all councils keep prices lower.

Next Steps

Appointed suppliers should make sure colleges and universities know they can buy from the relevant lots. Others have until around 2029: read the Public Contracts Scotland notice (SEP538154), choose specialist lots where you are strongest, and build evidence on range, delivery and sustainability.

How Athena Can Help

For appointed suppliers, Athena's bid writing consultancy helps win mini-competitions with clear answers on range, delivery and service. Suppliers aiming for 2029 can use our framework readiness planning to build case studies and policies over time.

Specialist SMEs considering a lot such as ASN products or musical instruments can use our SME public sector bidding support to decide whether to bid and how to price a specialist range so it wins and still makes a profit.
