Energy Efficiency Contractors Framework

Live

Framework Description

The Energy Efficiency Contractors Framework is a Scotland Excel agreement made available to APUC member institutions. It has four lots: professional services, building fabric measures, heating, hot water and ventilation measures, and renewables and energy storage measures. Applications for this framework are closed, and it ends on 31 January 2027, with no extension option, so a replacement is likely to be procured soon.

Context & Use Case

Councils use it mainly for housing retrofit and public buildings, and universities and colleges can use it to cut energy use and carbon across their estates. Typical projects include insulation and fabric upgrades, replacing heating and ventilation plant, and installing renewables and battery storage. The professional services lot supports design and project advice for these schemes.

Scope of Services

Professional services Building fabric measures Heating, hot water and ventilation measures Renewables and energy storage measures

Lots

Professional Services; Building Fabric Measures; Heating, Hot Water and Ventilation Measures; Renewables and energy storage measures

Who Can Apply

Suits retrofit and energy efficiency contractors, heating and ventilation installers, renewables and storage installers, and energy consultants. Applications for this framework are closed, so suppliers not already appointed cannot join until Scotland Excel re-tenders, likely around the 31 January 2027 end date.

Buyer Benefits

Public bodies face net zero targets and need contractors who can deliver measurable energy savings. A Scotland Excel framework gives them installers already checked on accreditation and quality, and the separate professional services lot means design advice and installation can be bought through one agreement.

Next Steps

Watch Public Contracts Scotland (original notice JUN451832) and Scotland Excel's procurement schedule now, as the replacement is likely to be advertised around early 2027. Prepare accreditations, retrofit and renewables case studies, measured energy savings and community benefit commitments. Decide early which of the four lots to target.

How Athena Can Help

Retrofit and renewables tenders reward clear method statements and evidence of savings. Athena's framework bid preparation would help you choose lots for the replacement framework and write the full submission.

Our draft bid review finds weak answers in a draft and fixes them before you submit. For contractors weighing up the effort, our public sector bid/no-bid service tests whether a Scotland Excel framework fits your capacity and margins, before you commit bid resources.
