Framework Description

Engineering & Technical Consultancy is a Scotland Excel framework agreement listed in APUC's catalogue for Scottish universities and colleges. It has nine lots covering roads and structures, transport, environmental engineering, land surveying, drainage and flooding, geotechnical, coastal and maritime, master planning, and project and commercial management. The term runs from 22 May 2026 to 21 May 2030, with no extension option.

Context & Use Case

Councils are the main users, for roads, bridges, flood schemes and coastal defences. Universities and colleges use it for campus infrastructure such as drainage, ground investigation, land surveys and master planning. Buyers can call off directly or run a mini-competition among appointed consultancies on the relevant lot. Commissions range from single surveys to multi-year scheme support.

Who Can Apply

The framework was awarded in 2026 and applications are closed until Scotland Excel re-tenders it, likely ahead of 21 May 2030.

Buyer Benefits

Councils and universities need specialist engineering advice at short notice and in many disciplines. Nine lots give them consultants already assessed in each specialism, on agreed rates and terms, and avoid running a separate tender for each commission. Universities also gain access to consultants experienced in council infrastructure schemes.

Next Steps

Appointed consultancies should make sure APUC member estates teams know the framework is open to them. Others face a wait until about 2030: consider sub-consultancy with appointed firms, read the Public Contracts Scotland notice (AUG562217), and build Scottish public sector references in the disciplines you would target.

How Athena Can Help

Mini-competitions on this framework are contested by experienced Scottish consultancies. Athena's competitive bid writing develops methodologies and win themes specific to each commission and models your likely score.

Firms not appointed can use our help finding open frameworks to target agreements that open before 2030, and our fee proposal advice to price commissions that win and stay profitable. Sub-consultancy bids with appointed firms also benefit from clear, evidenced proposals that make you an attractive partner.
