Framework Description

APUC's Innovative, Value-Adding VLE System(s) and Associated Services framework (Public Contracts Scotland ref. APR528261) covers virtual learning environments for universities and colleges. It is split into 2 lots: proprietary VLE systems, and Moodle support, hosting and development. The term began on 31 July 2025 and runs to 30 July 2027, with an option to extend by 24 months to 30 July 2029. This framework is used by APUC and SUPC.

Context & Use Case

Colleges and universities use it when replacing their VLE, moving to a hosted model, or bringing in specialist help to run or develop Moodle. A VLE change is a multi-year decision affecting every student and lecturer, so institutions value a route where suppliers have already been assessed for capability before a long contract begins.

Scope of Services

Lot 1: Proprietary VLE systems and associated services Lot 2: Moodle VLE services: support, hosting and development Hosted and supported VLE environments for teaching and learning

Lots

Proprietary VLE Systems and Associated Services; Moodle VLE Services: Support, Hosting & Development

Who Can Apply

Suits VLE vendors, Moodle partners, and hosting and development firms with UK education clients. Applications for this framework are closed, so suppliers not appointed cannot join until APUC re-tenders it, around 30 July 2027 or by July 2029 if the full extension is used.

Buyer Benefits

Institutions can weigh proprietary platforms against open-source Moodle services within one agreement, which helps them decide fairly on total cost and flexibility. Pre-assessed suppliers reduce the risk of a failed implementation, and the lot split lets a college buy Moodle hosting or development alone without changing platform.

Next Steps

Appointed suppliers should expect competition for VLE replacements and Moodle support contracts, and keep demos, migration plans and accessibility evidence ready. Others should read the Public Contracts Scotland notice (APR528261), watch for APUC's decision on extending beyond 30 July 2027, and build references from education clients before the re-tender.

How Athena Can Help

For appointed VLE suppliers, institution-level competitions turn on migration risk, accessibility and cost of ownership. Our bid management experts build win themes on those points, score your draft against likely competitors and shape your pricing.

Moodle partners and vendors outside the framework can use our framework application support to prepare for APUC's re-tender, and our public sector bid advice covers bid/no-bid choices between the two lots and the social value commitments buyers score.
