Framework Description
APUC's Insurance, Brokerage and Associated Risk Management Services framework (Public Contracts Scotland ref. APR527649) is the route for Scottish universities and colleges to buy insurance, broking and risk services. It has 3 lots and replaced the earlier Insurance Services framework. The term runs from 1 January 2025 to 31 December 2027, with an option to extend by 12 months to 31 December 2028.
Context & Use Case
Institutions use it at policy renewal, when appointing a broker, or when they need associated risk management services. Having insurance, brokerage and risk services in separate lots lets buyers decide whether to work through a broker or go to insurers direct, and to buy risk management services on their own. Renewal cycles drive most activity.

Who Can Apply
Suits insurers, brokers and risk management consultancies with education or public sector experience. Applications for this framework are closed: firms not appointed cannot join until APUC re-lets it, likely before 31 December 2027 or, if the extension is used, before the end of 2028.
Buyer Benefits
Buyers can test the market for a complex, high-value insurance programme without writing a standalone tender, and compare insurers and brokers already assessed by APUC. Combining insurance with brokerage and risk management lots means institutions can get advice and cover through one consistent set of terms.
Next Steps
Appointed firms should prepare for renewal-driven call-offs, where institutions compare cover terms, premiums and service. Insurers and brokers not appointed should read the Public Contracts Scotland notice (APR527649) and plan for a re-tender ahead of 31 December 2027, or 31 December 2028 if APUC extends. Start gathering education sector references and claims-handling evidence now.
How Athena Can Help
Insurers and brokers already on the framework can use our bid writing and review service to win renewal competitions, with win themes on claims support and risk management, and a Bid Health Check before submission.
For firms outside it, our framework entry support prepares you for APUC's re-tender, from lot selection to case studies. Our bid/no-bid support for public tenders helps you judge which of the three lots is worth the effort.
