Framework Description
Jisc Text Short Message Service (SMS) is a framework let by Jisc and made available to APUC member universities and colleges. It covers text messaging services for institutions to communicate with students and staff. Applications for this framework are closed (it is not a DPS), and it ends on 1 November 2026 with no extension option, so it is in its final weeks.
Context & Use Case
Institutions use SMS for urgent and time-sensitive messages: emergency alerts, timetable changes, event notices and administrative reminders. Student services, IT and communications teams are typical buyers, and messages often need to reach thousands of recipients within minutes. Because Jisc negotiates for the UK sector, members get services set up for education without running their own tender.

Who Can Apply
Suits SMS gateway providers and messaging platforms that serve education. Applications for this framework are closed and it ends on 1 November 2026, so there is no route to join it. Suppliers should look to whatever Jisc puts in place next, or to other communications frameworks that are open.
Buyer Benefits
Institutions get a messaging service that already meets sector expectations on data protection and integration, without a separate procurement. Using a Jisc agreement also gives a clear contract basis for sending messages to students, which matters for urgent and safety-related communications.
Next Steps
With the end date on 1 November 2026, check Jisc's procurement and framework pages for any replacement and its timetable. Appointed suppliers should agree transition arrangements with customers. Others should prepare evidence on delivery rates, security accreditation, integration with student record systems and support, ready for the next competition.
How Athena Can Help
This agreement ends within weeks, so timing matters. We start with a rapid bid/no-bid call on any replacement Jisc procurement, then provide bid management for the replacement: planning, writing to the criteria, and a Bid Health Check before submission.
If the timing does not suit you, we can point you to frameworks open right now for communications and messaging services, and prepare those applications for you, from selection questions to case studies.
