Framework Description
APUC's Library Equipment, Software & Maintenance framework (reference LIB1021 AP, Public Contracts Scotland ref. OCT489438) covers RFID security and self-service kit, EM and hybrid library equipment, laptop charging lockers and self-service software. It has 4 lots, the first a one-stop shop that includes maintenance. Applications for this framework are closed (it is not a DPS); it started on 1 August 2023 and ends on 31 July 2027 with no extension option. This framework is used by APUC, SUPC and NWUPC.
Context & Use Case
University and college libraries use it to install or replace self-service issue and return machines, security gates and the software behind them, and to add laptop charging lockers for students. Purchases often accompany library refurbishments or the move from EM to RFID security. Ongoing maintenance through the one-stop-shop lot keeps equipment running between upgrades.
Scope of Services
One Stop Shop (RFID Security and Self-Service Equipment with Maintenance) EM and Hybrid Library Equipment Self Service Laptop Charging Lockers Self Service Software
Lots
One Stop Shop (RFID Security and Self-Service Equipment with Maintenance); EM and Hybrid Library Equipment; Self Service Laptop Charging Lockers; Self Service Software
Who Can Apply
Suits library technology providers, RFID and EM security suppliers, self-service software developers and charging locker manufacturers. Applications for this framework are closed. With no extension beyond 31 July 2027, APUC's re-tender is the next way in, and it is likely to come during 2027.
Buyer Benefits
Libraries can buy hardware, software and maintenance from suppliers already assessed against education requirements, which reduces risk when changing security or self-service systems. Separate lots for lockers and software let them add one element without replacing everything, while the one-stop shop suits those wanting a single contract for kit and support.
Next Steps
Read the Public Contracts Scotland notice (OCT489438) to see the lots and criteria. As the framework ends on 31 July 2027, decide which lots you would bid for and gather evidence on installations, uptime and maintenance response. Appointed suppliers should log customer outcomes now to support their re-tender bid.
How Athena Can Help
The re-tender for this framework is close, so preparation should start now. Our framework registration work lines up lot choices, policies, certificates and library case studies ahead of the notice.
When it opens, we provide bid writing and compliance checks against APUC's criteria, with pricing that covers both equipment and maintenance. Our bid/no-bid decision support helps you decide whether to bid for the one-stop shop, a specialist lot or both.
