Lift Installation, Maintenance and Consultancy

Live

Framework Description

Lift Installation, Maintenance and Consultancy (EFM2051 NE) is a framework let by NEUPC (North Eastern Universities Purchasing Consortium) for university members. Its three lots cover lift service and maintenance; installation and modernisation of goods and passenger lifts, lifting platforms and stairlifts; and lift consultancy. It started on 20 August 2025 and runs to 19 August 2028, with an option to extend by 12 months to 19 August 2029. This framework is used by APUC, SUPC and NWUPC.

Context & Use Case

Estates and facilities teams use it to keep lifts safe and compliant across teaching buildings, libraries and residences, and to plan new installations in capital projects. Lifts are critical for accessibility, so breakdowns need quick fixes. Consultancy support helps estates teams plan upgrades and check compliance before committing capital spend.

Scope of Services

Lot 1: Lift service and maintenance Lot 2: Installation and modernisation of goods and passenger lifts, lifting platforms and stairlifts Lot 3: Lift consultancy services

Lots

Lot 1 - Lift Service and Maintenance; Lot 2 - Installation & Modernisation of Goods and Passenger Lifts, Lifting Platforms and Stairlifts; Lot 3 - Lift Consultancy Services

Who Can Apply

Suits lift manufacturers, installers, maintenance contractors and independent lift consultants. Applications for this framework are closed, so firms not appointed cannot join until NEUPC re-tenders it, around 19 August 2028 or a year later if extended.

Buyer Benefits

Institutions get installation, maintenance and independent advice through one agreement, so a consultant can scope a modernisation and a contractor can deliver it on agreed terms. Pre-assessed contractors reduce the risk of safety failures, and reliable maintenance cover protects accessibility for students and staff.

Next Steps

Appointed contractors should build a record of response times, first-time fix rates and compliance results to use in call-offs and at re-tender. Others should watch NEUPC's notices from early 2028, and in the meantime check APUC's own Lift Maintenance, Installation & Refurbishment framework, which has regional lots for Scotland.

How Athena Can Help

Appointed lift contractors win call-offs on service levels and price. Our call-off bid support builds win themes around response times and safety, and models pricing for multi-year maintenance.

If you are not appointed, our framework readiness planning sets out when NEUPC and APUC lift frameworks are due and what evidence to prepare. Our public sector tendering consultancy covers social value and compliant bids under the Procurement Act 2023, from first approach to award.
