Lift Maintenance, Installation & Refurbishment Services

Live

Framework Description

APUC's Lift Maintenance, Installation & Refurbishment Services framework (Public Contracts Scotland ref. OCT489879) covers lift work for Scottish universities and colleges through 6 lots: one Scotland-wide lot for installation and refurbishment, and five regional maintenance lots. Applications for this framework are closed (it is not a DPS), and it ends on 30 July 2027 with no extension option.

Context & Use Case

Estates teams use the regional lots to appoint maintenance contractors close to their campuses, from Edinburgh and Glasgow to Aberdeen and the Highlands and Islands. The Scotland-wide lot covers new lifts and refurbishment projects. Regional coverage matters because response times for breakdowns depend on where engineers are based, and remote campuses cannot wait days for a callout.

Scope of Services

Installation and Refurbishment Services - Scotland Wide Maintenance: East of Scotland (Edinburgh, Lothian, and Borders) Maintenance: Grampians Maintenance: Fife, Perth, Tayside, Stirlingshire & Central Maintenance: West of Scotland (Greater Glasgow, Argyll, etc.) Maintenance: North of Scotland; Highlands and Islands

Who Can Apply

Suits lift installers and refurbishment contractors working across Scotland, and maintenance firms with engineers based in one or more of the five regions, including regional SMEs. Applications for this framework are closed. With no extension beyond 30 July 2027, the re-tender is the next way in.

Buyer Benefits

Regional maintenance lots give institutions contractors who can reach them quickly, including in remote areas where breakdown response is hardest. A separate national lot for installation and refurbishment lets them use larger contractors for capital projects without tying routine maintenance to the same firm.

Next Steps

Read the Public Contracts Scotland notice (OCT489879) to understand the regional lots and criteria. As the framework ends on 30 July 2027, decide which regions you can genuinely cover and gather evidence of engineer locations, response times and LOLER compliance. APUC's re-tender is likely to be advertised during 2027.

How Athena Can Help

Regional SMEs often have a strong case for one or two maintenance lots. Our regional lot selection advice helps you choose where to bid and prepares the application.

Our maintenance bid writing sets out response times, engineer coverage and safety records clearly against the criteria, with pricing that holds up over the term. We also make sure the bid is compliant through Procurement Act-compliant bidding, including the social value commitments buyers score.
