Mobile Phones - Ethically Sourced

Live

Framework Description

Mobile Phones - Ethically Sourced is a framework let by LUPC (London Universities Purchasing Consortium). It covers mobile phones that meet ethical sourcing standards, with accessories and support. Applications for this framework are closed (it is not a DPS), and it ends on 16 February 2027 with an option to extend by 12 months to 16 February 2028. This framework is used by LUPC, APUC, SUPC and NWUPC.

Context & Use Case

Universities and colleges use it to buy phones for staff while showing they have considered labour conditions, conflict minerals and environmental impact in the supply chain. It suits institutions with responsible procurement policies, and IT teams can buy handsets and accessories through one route that meets those policies. Purchasing teams can point to the framework when reporting on responsible procurement.

Who Can Apply

Suits handset suppliers and resellers with documented ethical supply chains, such as modular, repairable or refurbished phones. Applications for this framework are closed, so new suppliers cannot join until LUPC re-tenders it, around February 2027 or 2028 if extended.

Buyer Benefits

Institutions get phones whose supply chains have been checked against ethical standards during the tender, which saves them doing it themselves. Buying through the framework gives responsible procurement teams evidence for reporting, and repairable or longer-life options can lower the total cost of ownership.

Next Steps

Check APUC's catalogue for whether the extension to 16 February 2028 has been taken. Suppliers outside the framework should prepare for LUPC's re-tender with evidence on supply chain audits, conflict minerals policy, repairability and take-back schemes. Appointed suppliers should record the ethical outcomes they deliver for university customers.
