Framework Description
APUC's Online Streaming and Online Training Services 2 framework (Public Contracts Scotland ref. OCT541943) covers online training, online streaming, and lecture capture and integrated video for universities and colleges. It has 3 lots. The term runs from 27 February 2026 to 26 February 2028, with an option to extend by 24 months to 26 February 2030. This framework is used by APUC and SUPC.
Context & Use Case
Institutions use it to buy lecture capture systems for teaching rooms, platforms to stream events and graduations, and online training for staff and students. Lecture capture is often tied to VLE integration and accessibility needs such as captioning, and contracts often run for several years once a system is embedded across teaching rooms.

Who Can Apply
Suits lecture capture vendors, streaming platforms, video hosting providers and e-learning firms. Applications for this framework are closed, so suppliers not appointed cannot join until APUC re-tenders it, around 26 February 2028 or 2030 if extended.
Buyer Benefits
Institutions can buy lecture capture separately from streaming and training, so they choose the best tool for each job. Suppliers have been checked for education needs such as integration and accessibility, which reduces implementation risk for systems used across every teaching room.
Next Steps
Appointed suppliers should target institutions with lecture capture or streaming contracts nearing renewal. Others should read the Public Contracts Scotland notice (OCT541943), gather evidence on VLE integration, accessibility and data hosting, and plan for the re-tender, with timing depending on the extension.
How Athena Can Help
For appointed suppliers, our call-off win themes focus on integration, accessibility and adoption, with pricing modelled over a multi-year licence.
Suppliers outside the framework can use our re-tender pipeline planning to prepare evidence and target other open education technology frameworks. Our public sector bidding know-how covers social value and compliant bids under the Procurement Act 2023. Every draft gets a compliance check. We can also review previous scoring feedback to strengthen your next bid.
