Framework Description
APUC's Plumbing & Heating Materials framework (reference EFM1070 AP; Public Contracts Scotland notice MAY556848) supplies plumbing consumables and heating products to Scottish universities, colleges and some other public bodies. It has two lots, with up to five contractors per lot. It started on 1 September 2026 and runs to 31 August 2028, with an option to extend by 24 months to 31 August 2030.
Context & Use Case
Estates maintenance teams use it for the fittings, valves, radiators, boiler parts and sanitary ware needed to repair and maintain teaching buildings, laboratories and student residences. Orders are frequent and often urgent, so buyers value branch access and quick delivery. APUC also used the tender to bring a level of price normalisation across the sector, so members pay comparable prices for the same products.

Who Can Apply
Suits plumbing and heating merchants and distributors with branch networks or delivery coverage across Scotland. As the framework began on 1 September 2026 and applications are closed, suppliers not appointed face a wait until the re-tender around August 2028, or 2030 if extended.
Buyer Benefits
Estates teams get agreed prices on routine materials and quick access to heating parts for breakdowns. Splitting plumbing from heating lets them use specialists for boiler and heating components, while consolidated supply cuts admin on many small orders. Agreed terms also make spend easier to report.
Next Steps
Appointed merchants should set up accounts and branch access with estates teams early in the new term. Others should check APUC's framework listing for the appointed suppliers on each lot, look for supply roles with them or direct institution tenders, and prepare for a re-tender from 2028 with pricing, branch coverage and delivery evidence.
