Framework Description
APUC's Procurement Cards framework gives Scottish universities and colleges a route to a purchasing card programme for low-value spend, with National Westminster Bank (NatWest) as the appointed provider. It covers card issuance and management, transaction reporting, spending controls and links to finance systems. Applications for this framework are closed (it is not a DPS), and it ends on 11 October 2027 with no extension option.
Context & Use Case
Finance and procurement teams use procurement cards so staff can buy low-value goods and services quickly without raising purchase orders, while keeping control through spending limits and transaction reporting. Institutions set up the programme with controls that match their own financial regulations, which suits high volumes of small, one-off purchases that would otherwise each need an order and an invoice.

Who Can Apply
Suits banks and card issuers offering commercial purchasing card programmes with strong reporting and controls. NatWest holds the place on this framework, which is closed to new applications, so other providers cannot join until APUC re-tenders it, which is likely before 11 October 2027 as there is no extension.
Buyer Benefits
Procurement cards cut the cost of processing thousands of small orders and invoices. Agreed programme terms and reporting tools give finance teams visibility of card spend, and controls by merchant type and value help them meet audit expectations while letting staff buy quickly.
Next Steps
With no extension beyond 11 October 2027, APUC's re-tender is likely during 2027. Providers should prepare evidence on reporting tools, finance system integration, controls, rebate structures and support for education or public sector clients. Appointed providers should help members get more value from their programmes before re-tender.
