Framework Description
Professional Buying Tools - PCS Tender is a Scottish Government (Scottish Procurement) framework made available to APUC member institutions. It covers professional buying tools linked to PCS-Tender, the eTendering system used by Scottish public bodies to run procurements. Applications for this framework are closed (it is not a DPS), and it runs to 27 September 2028 with no extension option.
Context & Use Case
Procurement teams in universities and colleges use PCS-Tender to issue tenders, receive bids and evaluate them, alongside other Scottish public bodies. The framework gives APUC members access to the buying tools and associated services on the same national terms, so they can run compliant procurements on a shared platform rather than buying their own eTendering software.

Who Can Apply
Suits eProcurement and eTendering software providers. Applications for this framework are closed and it runs to 27 September 2028, so providers not appointed cannot join until the Scottish Government re-tenders it, likely during 2028.
Buyer Benefits
A shared national eTendering system means institutions use the same tools and processes as the rest of the Scottish public sector, which helps suppliers and keeps audit trails consistent. Central procurement of the tools avoids each institution buying and supporting its own system.
Next Steps
eProcurement software providers interested in the next contract should follow the Scottish Government's digital and procurement pipeline ahead of 27 September 2028. Prepare evidence on public sector eTendering, accessibility, security accreditation, data hosting and supporting a large multi-organisation user base.
How Athena Can Help
A national eTendering contract is a major, technical procurement. Our early bid planning uses bid/no-bid tools and bid-for-the-bid planning to judge whether it fits and what it will take.
Our digital framework applications work prepares selection evidence, and our software bid management covers technical writing, competitor analysis, pricing over the contract life and a Bid Health Check before submission. We also help shape social value commitments that Scottish buyers score, and plan the evidence on security and accessibility well before the deadline.
