Framework Description
APUC's Road Surfacing & Minor Civil Engineering Works framework (Public Contracts Scotland ref. DEC495386) covers planned and reactive surfacing and minor civil works on university and college estates. It has 8 regional lots: three for planned works and five for reactive works. Applications for this framework are closed (it is not a DPS), and its current term ends on 29 November 2026, with an option to extend by 12 months to 29 November 2027.
Context & Use Case
Estates teams use the planned works lots for resurfacing car parks, roads and paths during quieter periods, and the reactive lots for urgent repairs such as potholes and trip hazards. Regional lots, from the Highlands and Islands to the South West of Scotland, give campuses access to contractors who can respond quickly in their area.

Who Can Apply
Suits surfacing and civil engineering contractors across Scotland, including regional SMEs suited to reactive lots in their area. Applications for this framework are closed, so contractors not appointed cannot join until APUC re-tenders it, around 29 November 2026 or by November 2027 if the 12-month extension is taken.
Buyer Benefits
Separating planned and reactive work lets estates teams use larger contractors for programmed resurfacing and local firms for fast repairs. Regional reactive lots matter for safety, as trip hazards and potholes on campuses need quick fixes, and pre-agreed rates avoid quotes for every small job.
Next Steps
