Framework Description
This Scottish Government (Scottish Procurement) agreement appoints a Project Support Unit (PSU) to support Scotland's Public Sector Heat Decarbonisation (SPSHD) Framework, and APUC lists it for member universities and colleges. It is a single-lot agreement rather than a DPS, and applications are closed. The term runs from 17 February 2026 to 16 February 2029, with an option to extend by 12 months to 16 February 2030.
Context & Use Case
The PSU sits alongside the main SPSHD Framework, supporting public bodies, including universities and colleges, as they plan and deliver heat decarbonisation projects across their estates. Estates and sustainability teams would draw on it for project support rather than for installation work itself. Its value is in helping projects under the wider framework progress consistently across bodies.
Scope of Services
Project Support Unit for Scotland's Public Sector Heat Decarbonisation Framework Support to public bodies planning heat decarbonisation projects Support for projects delivered under the SPSHD Framework

Who Can Apply
Applications for the PSU contract are closed: Scottish Procurement has appointed its supplier and no other firm can join before 16 February 2029, or 2030 if extended. Energy consultancies, project managers and decarbonisation advisers should prepare for the re-tender, and check the SPSHD Framework page for any other routes.
Buyer Benefits
Heat decarbonisation projects are technical and run in stages, so buyers value specialist support that is already contracted, consistent across the public sector and aligned with the SPSHD Framework. It lets estates teams move net-zero heat projects forward without commissioning separate advisory support for each building.
Next Steps
Read the Scottish Procurement notice on Public Contracts Scotland (FEB550183) to understand the PSU's role and how bids were evaluated. Note 16 February 2029 as the earliest re-tender point, with February 2030 possible. Build Scottish public sector heat decarbonisation case studies and team CVs now, so you can show directly relevant experience when it reopens.
How Athena Can Help
The PSU is a single appointment, so the next competition will be decided on the quality of one written bid. Athena's bid/no-bid tools help you decide early whether to target it, and our framework pipeline service keeps the 2029 re-tender and related decarbonisation opportunities on a 6–12 month plan.
When it opens, our bid writing consultants develop win themes using the F.V.D. model, prepare pricing and test the draft with a Bid Health Check.
