Security Services and Cash Collection

Live

Framework Description

Security Services and Cash Collection (SXL 2322) is a Scotland Excel framework that APUC makes available to its member universities and colleges. It covers guarding, key holding, event stewarding, taxi marshalling and cash collection across four lots. Applications for this framework are closed (it is not a DPS), and it ends on 14 March 2028, with no extension option.

Context & Use Case

Scotland Excel is the procurement centre for Scottish local government, so councils are the main buyers, with APUC members also able to use it. Typical needs are guarding and key holding for buildings, stewarding for public events, taxi rank marshalling, and secure collection of cash from council or campus sites. Buyers pick the lot that fits, or use the combined lot for one supplier.

Who Can Apply

Applications for this framework are closed until Scotland Excel re-tenders it. Security companies, stewarding firms and cash collection providers that are not on it should prepare for the replacement, due before 14 March 2028. The combined lot suits larger firms; the single-service lots give smaller specialists a way in.

Buyer Benefits

Councils and colleges get security and stewarding staff at pre-agreed rates, with the option of one supplier covering guarding and events together through the combined lot. Cash collection sits with a specialist under the same contract terms, which matters for bodies handling takings from car parks, leisure sites or campus outlets.

Next Steps

Read the Scotland Excel notice on Public Contracts Scotland (MAY505342) for lot scope and evaluation. Appointed suppliers should respond fully to every further competition from councils and APUC members. Others should plan for a re-tender before 14 March 2028: choose your lots, gather Scottish public sector references and check accreditations and insurance levels.

How Athena Can Help

Security contracts are often won on hourly rates and the detail of staffing, training and mobilisation plans, so generic answers lose marks. For appointed suppliers, Athena's bid team builds win themes and pricing models for each call-off competition. For firms aiming at the SXL 2322 replacement, we offer support with framework applications, covering lot choice, policies and case studies, plus public sector bid strategy so the re-tender is planned well before March 2028.
