Framework Description
The Telecommunications Framework was let by Jisc and is listed by APUC for its member universities and colleges in Scotland. It covers telecommunications services for the education and research sector. Applications for this framework are closed (it is not a DPS), and its term runs from 14 September 2023 to 13 September 2027 with no extension option.
Context & Use Case
University and college IT and estates teams use it to buy telecoms services without running a specialist tender of their own. Jisc members across the UK use it, and APUC lists it in its catalogue as ITS5086 LU for members in Scotland, which gives appointed suppliers access to a large education customer base over the term.

Who Can Apply
Suppliers cannot join before the framework ends on 13 September 2027. Telecoms providers and resellers with education experience should watch for Jisc's replacement tender during 2027 and prepare ahead of it.
Buyer Benefits
Institutions get telecoms services from suppliers chosen by a sector body that knows education networks and campus needs. Using Jisc's framework avoids a specialist telecoms tender and fits alongside the other Jisc services institutions already use, with terms agreed for the full four-year term.
Next Steps
Review the agreement in APUC's framework catalogue and on Jisc's own framework page. With the term ending on 13 September 2027 and no extension, plan for the replacement now: gather education sector references, service level evidence and pricing models. Incumbents should keep winning call-offs to strengthen their position.
