Framework Description
Temp Admin, Catering & Manual - North is a Scottish Government (Scottish Procurement) framework for temporary administrative, catering and manual staff in the North of Scotland, made available to APUC member institutions. It has a single lot. Applications for this framework are closed (it is not a DPS), and it ends on 12 April 2027 with no extension option, so a replacement procurement is close.
Context & Use Case
Public bodies in the north of Scotland, including universities and colleges, use it to cover absences, seasonal peaks and short projects in offices, kitchens and estates teams. A campus might bring in reception cover at enrolment, extra catering staff for graduation events or manual workers for a summer moves programme. A companion South framework covers the south of Scotland.
Scope of Services
Temporary administrative staff, such as clerical, data entry and reception roles Temporary catering staff for food preparation, serving and hospitality Temporary manual staff for maintenance, logistics and similar roles Staff services across the North of Scotland
Lots

Who Can Apply
Applications for this framework are closed, and recruitment agencies not already appointed cannot join before it ends on 12 April 2027. Agencies with candidate pools across the north of Scotland should get ready for the Scottish Government's replacement tender, which is the next way in.
Buyer Benefits
Buyers get agency rates and worker standards already set at national level, so a college can book temporary cover in days rather than running its own agency tender. Regional coverage matters in the north, where agencies need local candidates able to reach dispersed sites.
Next Steps
Read the Scottish Procurement notice on Public Contracts Scotland (MAY478224). With the end date of 12 April 2027 and no extension, watch for the replacement now. Prepare fill-rate and time-to-fill data, worker vetting and pay compliance evidence, and northern Scotland public sector references. Incumbents should use the remaining months to strengthen those references.
How Athena Can Help
Staffing tenders tend to turn on rates, fill performance and compliance with worker regulations, so the evidence has to be precise. Athena's bid management for recruitment tenders builds pricing models for agency margins and writes the quality answers around your fill rates and vetting.
Ahead of the 2027 replacement, our framework onboarding support prepares policies, certificates and references, and our advice on whether to bid helps you decide between this northern framework, its southern counterpart or both. We finish with a Bid Health Check.
