Framework Description
Temp Admin, Catering & Manual - South is the Scottish Government's framework for temporary administrative, catering and manual staff services in the South of Scotland, which APUC makes available to its members. Applications for this single-lot framework are closed (it is not a DPS). Its term ends on 12 April 2027 with no option to extend, the same date as its North counterpart.
Context & Use Case
Public bodies, universities and colleges in the south of Scotland use it to bring in agency workers at short notice: chefs and kitchen assistants for term-time catering, office cover during staff absence, or cleaners and grounds staff when estates teams are stretched. It suits fluctuating demand that does not justify permanent hires.
Scope of Services
Administrative roles, such as office assistants, data entry clerks and receptionists Catering roles, including chefs, kitchen assistants and catering managers Manual roles, such as maintenance workers, cleaners and groundskeepers Staff services across the South of Scotland

Who Can Apply
Agencies cannot join this framework now. With no extension after 12 April 2027, the next chance is the Scottish Government's replacement. Agencies supplying office, hospitality and facilities workers in the south of Scotland should prepare to bid, and look at the North framework's replacement too if they cover both regions.
Buyer Benefits
Buyers want agencies that can fill shifts quickly with properly vetted, correctly paid workers, at rates that are fixed and transparent. A national framework sets those rules once, so a university catering manager can book temporary staff without negotiating terms each time.
Next Steps
Read the notice on Public Contracts Scotland (MAY478223) to see how the current framework was evaluated. Then prepare for the replacement before 12 April 2027: rate cards, evidence of right-to-work checks and pay compliance, fill performance data and references from Scottish public sector clients. Incumbents should keep service levels high to protect their references.
How Athena Can Help
With the replacement due in 2027, agencies that prepare early will write sharper answers. Athena's public sector bidding support starts with a bid/no-bid view across the South and North frameworks, and our framework submission service prepares selection answers, policies and evidence of worker compliance.
Athena's bid managers then write the quality responses, build a rate model that wins without eroding margin, and run a Bid Health Check before you submit, so nothing is lost on compliance.
