Temp Interim IT – National

Live

Framework Description

Temp Interim IT – National is a Scottish Government (Scottish Procurement) framework for interim IT staff services, made available to APUC member institutions. The award notice was published on Public Contracts Scotland (MAY478222) in May 2023 for a maximum 48-month term. It has a single lot, is not a DPS and is closed to new applications, and it ends on 10 May 2027 with no extension option.

Context & Use Case

Scottish public bodies, including universities and colleges, use it to bring in interim IT specialists to cover vacancies, deliver projects or add skills not held in-house, for example during a system migration or a cyber security review. National coverage means the same terms apply whether the role is in Glasgow or Inverness.

Who Can Apply

Closed to new applications until it ends on 10 May 2027. IT recruitment agencies and interim providers with Scottish public sector placements should prepare for the replacement, since there is no extension and the next tender is the only way onto this route.

Buyer Benefits

IT leaders need interim specialists quickly, often for fixed-term projects, without breaching off-payroll rules or paying unchecked day rates. A national framework gives agreed rates and compliance standards, so buyers can engage contractors with confidence. It also keeps interim spend visible across the organisation.

Next Steps

Read the Scottish Procurement notice on Public Contracts Scotland (MAY478222). Before 10 May 2027, build evidence of IT placements in the Scottish public sector, your approach to off-payroll working assessments, time-to-hire figures and candidate vetting. Watch Public Contracts Scotland closely for the replacement tender in the coming months.

How Athena Can Help

Interim IT frameworks are competitive, and evaluators look for evidence rather than claims about candidate quality. Athena's bid writing for staffing agencies turns your placement data and compliance processes into strong scored answers, and our pricing models test day-rate margins against likely competitors.

Our pre-tender framework planning gets policies and references ready before the replacement opens, and bid/no-bid guidance helps you judge the opportunity against your Scottish candidate pool. We also run a final compliance check.
