Framework Description
The Travel Services Contract is a Scottish Government (Scottish Procurement) framework for travel services, listed by APUC but available only to organisations named in the call-off. It provides travel booking and related services to Scottish public bodies. Applications for this framework are closed (it is not a DPS), and it ends on 11 September 2027 with no extension option.
Context & Use Case
Scottish public sector bodies named in the agreement use it to book business travel, accommodation and related services through a single appointed provider on national terms. APUC lists it in its catalogue as SP-22-009, but members should confirm they are named in the call-off before relying on it, as access is restricted to those organisations.

Who Can Apply
No new suppliers can join before 11 September 2027, and there is no extension. Travel management companies serving Scottish public bodies should prepare for the Scottish Government's replacement procurement, which is the next way into this contract.
Buyer Benefits
Named bodies get national pricing on travel, consistent booking processes across organisations and management information on spend, without each running its own travel procurement. Restricting use to named bodies also gives the provider a defined customer base to plan for.
Next Steps
Watch the Scottish Government's procurement notices for the replacement travel procurement ahead of 11 September 2027. Prepare evidence on booking tools, account management, traveller safety and reporting, along with Scottish public sector references. Review the current agreement in APUC's framework catalogue to understand which bodies it serves.
How Athena Can Help
National travel contracts come up rarely, so the replacement is worth planning for well in advance. Athena can build it into your framework tender planning, provide go/no-go decision support to judge fit, and lead the submission through full-service bid management: win themes, competitor scoring, a pricing model for fees and a Bid Health Check before submission.
The Scottish Government will want clear evidence of service quality across many organisations, and we help you present it convincingly.
