Water & Wastewater Billing Services

Live

Framework Description

Water & Wastewater Billing Services is a single-operator framework let by the Scottish Government's Scottish Procurement and Property Directorate for Scottish public and third sector organisations, and APUC makes it available to its members. It appoints one operator to provide water and wastewater billing services. Applications for this single-lot framework are closed (it is not a DPS), and it ends on 31 March 2027 with an option to extend by 12 months to 31 March 2028.

Context & Use Case

In Scotland's non-household water market, public bodies buy water and wastewater services through a retailer that handles billing and account management. This framework lets councils, health bodies, universities, colleges and third sector organisations place their sites with the appointed operator on national terms, rather than each procuring its own water retail contract.

Who Can Apply

Applications for this framework are closed and it has a single appointed operator, so no other supplier can join. Water retailers should prepare for the replacement, due around 31 March 2027, or 31 March 2028 if the extension is used, as it is the only route into this national contract.

Buyer Benefits

A single operator gives buyers one set of terms for every site, consolidated billing and consumption data across a large estate, and the pricing power of the whole Scottish public sector. It also removes the need for each body to run its own water retail procurement.

Next Steps

Read the Scottish Government notice on Public Contracts Scotland (MAR500211). Find out whether the 12-month extension has been confirmed, since that sets when the replacement is tendered. Prepare evidence of billing accuracy, data quality, water efficiency support and public sector account management at scale.

How Athena Can Help

Only one water retailer will win the replacement, so every scored answer counts. Athena's opportunity qualification support helps you decide whether to bid, and Athena's bid strategy and writing builds win themes, competitor analysis and pricing for a national account.

We also keep this and related utilities frameworks on a framework opportunity calendar, so your evidence, policies and case studies are ready before the notice appears and you are not writing from scratch.
