Framework Description
Water Quality Management is an APUC framework for water risk assessment and treatment services, with lots that reach institutions across the UK. It has four lots: risk assessment in Scotland, risk assessment in England, Wales and Northern Ireland, UK-wide water treatment services, and a UK-wide one stop shop. Applications for this framework are closed (it is not a DPS), and it ends on 11 December 2027, with an option to extend by 24 months to 11 December 2029. This framework is used by APUC and SUPC.
Context & Use Case
Estates and compliance teams use it to manage Legionella and water hygiene duties across campuses, residences and laboratories. A buyer can commission risk assessments separately from treatment, keeping the assessor independent, or use the one stop shop lot for a single contractor covering both. UK-wide lots mean institutions outside Scotland can use it too.

Who Can Apply
Closed to new applications until APUC re-tenders it, around 11 December 2027 or by 11 December 2029 if extended. Water hygiene consultancies, treatment contractors and integrated providers should prepare, noting that the Scotland and rest-of-UK assessment lots suit regional firms.
Buyer Benefits
Water hygiene failures carry serious health and legal risk, so buyers want competent, accredited providers and clear records. The split between independent assessment and treatment helps avoid conflicts of interest, while the one stop shop suits institutions wanting a single point of accountability.
Next Steps
Read the APUC notice on Public Contracts Scotland (AUG537664) for lot scope. Check whether the 24-month extension is confirmed. Prepare evidence of accreditation, competent persons, sampling and reporting methods, and higher education or healthcare references, then choose between the regional assessment lots, treatment, or the one stop shop.
How Athena Can Help
Water hygiene tenders rely on clear evidence of competence and method, so the quality answers carry much of the weight. Athena's method statement writing turns your procedures and accreditations into scored responses, with pricing models and a Bid Health Check.
Our framework re-let preparation plans for APUC's next tender and gathers the certificates and case studies you will need, and our lot choice guidance helps you choose between assessment, treatment and the one stop shop.
