Mechanical & Electrical (M&E) Engineering And Design Advisory Services Framework

Coming soon

Framework Description

The Bank of England is setting up an M&E Engineering and Design Advisory Services Framework (ref PROC/566) for expert advice on maintenance, refurbishment and upgrade projects across its property portfolio. It is a four-year framework, closed to new applications once let, estimated at £3m including VAT, appointing up to two suppliers in a single lot. It is expected to start on 4 January 2027 and end on 3 January 2031.

Context & Use Case

The Bank will call off design, survey and compliance advice for mechanical systems, such as heating, ventilation, air conditioning and plumbing, and for electrical systems across an estate that includes historic and contemporary buildings. With no more than two suppliers appointed, each will be in line for a meaningful share of call-offs across varied project types.

Who Can Apply

M&E engineering consultancies with design, survey and compliance advisory capability, ideally with Chartered Engineers and experience of historic and listed buildings. The procurement is at tender stage; once the two suppliers are appointed, applications are closed until 2031.

Buyer Benefits

The Bank needs engineering advice it can trust on buildings where operational continuity and heritage both matter. Two pre-appointed consultancies give it quick access to that expertise for each project, with continuity across a four-year programme and no repeat procurement.

Next Steps

Read the tender documents for PROC/566 on Find a Tender (074177-2026) and note the submission deadline. Prepare CVs of Chartered Engineers, case studies of M&E design on heritage or high-security estates, and your approach to surveys and compliance. With only two places, decide early whether to bid and how to stand out.

How Athena Can Help

With two places on a £3m framework, the margin between winning and losing will be narrow. Athena's bid for the bid approach helps you decide quickly whether to compete, and our competitor scoring and win themes work models your likely score against other M&E consultancies and sharpens what makes you different.

We also add Bank of England and similar central government estates frameworks to your framework watchlist, so the next opportunity does not catch you unprepared.
