Framework Description
Bath & North East Somerset Council is re-commissioning its Independence at Home Flexible Framework as the Older People's Homecare Framework, for regulated homecare mainly for adults over 65. It covers social care, intermediate care for hospital discharge and admission avoidance, end of life care and section 117 aftercare. It is a single-lot framework, coming soon, to 30 September 2032 with an option to extend to 30 September 2037.
Context & Use Case
The council uses homecare to help older people stay independent at home, to get people out of hospital quickly and to avoid unnecessary admissions. Providers will deliver packages across the area, including end of life care and statutory section 117 aftercare for people who have been detained under the Mental Health Act.

Who Can Apply
CQC-registered homecare providers experienced in supporting older adults, including intermediate and end of life care. With the re-commissioning coming soon, current Independence at Home providers and new entrants should both prepare bids now; check the framework page for how the flexible framework admits providers later.
Buyer Benefits
Homecare keeps people independent and reduces pressure on hospitals and residential care. Covering social care, intermediate care, end of life and section 117 in one framework gives the council and its health partners one route for very different needs.
