Framework Description
Bedford Borough Council is establishing an open framework agreement for residential and nursing care homes under the Light Touch Regime. It will let the council commission accommodation and care for people needing residential or nursing support across the borough. It is a single-lot framework, coming soon, running to 28 February 2033 with an option to extend to 28 February 2035.
Context & Use Case
The council's adult social care team will use it to place residents who need residential or nursing care in homes across Bedford Borough. The Light Touch Regime gives the council flexibility in how it designs the procurement for social care services, and the open framework model means it can admit further providers when the framework reopens.

Who Can Apply
CQC-registered care homes offering residential or nursing care in or near Bedford Borough. The framework is coming soon, so prepare your bid now. As an open framework, it should reopen during its term, giving providers who miss the first round another chance to join.
Buyer Benefits
The council needs enough quality care home places at sustainable prices, and an open framework lets it grow its provider base over time rather than fixing it for the whole term. Consistent quality standards across providers make placements easier to manage and monitor.
Next Steps
Read the notice on Find a Tender (036050-2026) and follow it for the tender documents. Prepare CQC registration and ratings, staffing and training evidence, safeguarding policies and your fee position, and check which care types and bed numbers you can offer.
