Framework Description
The Health and Social Care Trusts in Northern Ireland, Belfast (BHSCT), Northern, South Eastern, Southern and Western, are procuring consultancy frameworks for minor works schemes up to £5 million. The procurement has 19 lots by trust, hospital and community area, aims to appoint up to fourteen suppliers under NEC4 framework contracts of up to four years, and is valued at about £30 million.
Context & Use Case
The trusts run hospitals, health centres, care facilities and community sites that need regular refurbishment, compliance upgrades and modernisation. Schemes can include new buildings and extensions, refurbishments, building services replacement, feasibility and condition surveys, and legionella, fire safety, DDA and asbestos compliance work. Consultants are appointed by discipline on a shared route rather than each trust tendering separately.

Who Can Apply
Suits design and engineering consultancies with healthcare estates and NEC4 experience. The procurement is under way: requests to participate closed on 2 July 2026 and award is expected around 30 November 2026, so firms that did not apply cannot join this round. They should prepare for the next procurement or seek sub-consultancy roles.
Buyer Benefits
Trusts get specialist consultancy without adding permanent staff, consistent standards across the five organisations, and one procurement instead of five. For minor works under £5 million, a shared framework speeds up appointing a design team so schemes can start sooner.
Next Steps
Firms that applied should be ready for the later stages and an award decision expected around 30 November 2026. Others should note the four-year term to late 2030, approach likely winners about sub-consultancy roles, and build Northern Ireland healthcare case studies, NEC4 credentials and discipline CVs for the next round. Check eTendersNI for updates.
How Athena Can Help
This round has closed to new applicants, so Athena would focus on the stages still ahead and on the next opportunity. For firms still in the competition, our bid writing and review service drafts quality answers to the evaluation criteria, prices fee rates and runs a Bid Health Check.
For everyone else, our framework pipeline planning tracks healthcare and public estates consultancy frameworks that are open or due to open, and our bid/no-bid advice helps you choose which lots and trusts to target next time.
