Framework Description
P3352 Arboricultural Services Framework Agreement is Birmingham City Council's framework for tree management, maintenance and inspection, procured through a three-stage process: invitation to participate, on-site assessment and invitation to tender. It has three lots: North, South, and tree and enquiry inspections. It is expected to run to 31 March 2032.
Context & Use Case
The council uses arboricultural contractors to keep street and park trees safe and healthy across the city, with geographic lots for maintenance work and a separate lot for inspections and responding to public enquiries. The on-site assessment stage means contractors must show their crews and practices in the field, not only on paper.
Scope of Services
Lot 1 - North area tree services Lot 2 - South area tree services Lot 3 - Provision of tree and enquiry inspections Tree management and maintenance
Lots
Yes: Lot 1 North, Lot 2 South, and Lot 3 Provision of Tree/Enquiry Inspections
Who Can Apply
Qualified arboricultural contractors with public sector experience. Stage 1 closed at 12pm on 1 June 2026, so only firms that submitted then can progress to on-site assessment and tender. Others should prepare for the next opportunity once this framework is in place.
Buyer Benefits
The staged process lets the council test contractors' competence on site before inviting tenders, which matters for safety-critical tree work in streets, parks and other public spaces. Geographic lots support local responsiveness across the city, and a dedicated inspection lot gives the council specialist assessment of trees and public enquiries.
Next Steps
If you submitted at Stage 1, prepare for the on-site assessment: crew qualifications, equipment, safe working practices and supervision. If you did not, use the period to 31 March 2032 to build council tree work references, and watch the council's In-tend portal for subcontracting or future arboricultural opportunities.
How Athena Can Help
A three-stage procurement rewards contractors who prepare for each stage. Athena's stage-by-stage bid management helps shortlisted firms prepare for the on-site assessment and write the final tender, with pricing and a compliance check.
For firms that missed Stage 1, our pipeline of council frameworks finds other arboricultural and grounds opportunities as they open, and our tender selection advice helps you choose which to pursue and how to show social value.
