Approved Contractors For The Integrated Transport Unit (ITU) Framework (2)

Live

Framework Description

Bolton Metropolitan Borough Council's Approved Contractors for the Integrated Transport Unit (ITU) Framework (2) (reference TC076) is the second phase of an eight-year open framework under the Procurement Act 2023. The original framework began on 1 August 2025; Framework 2 was awarded in May 2026 to 13 contractors, all SMEs, and runs from 1 June 2026 to 31 July 2033. It is a single-lot framework estimated at £28 million.

Context & Use Case

Bolton's Integrated Transport Unit uses the framework to commission passenger transport routes from a pool of approved contractors. Pricing is based on Operational Route Mileage Charges submitted by each contractor. As an open framework, it is reopened at set intervals so new contractors can join and existing ones can update their prices.

Who Can Apply

Suits taxi, private hire and minibus operators serving Bolton and Greater Manchester. Existing providers carried over to Framework 2 after resubmitting their Operational Route Mileage Charges. New contractors cannot join outside a reopening, but because this is an open framework they can apply when the Council reopens it.

Buyer Benefits

The open framework lets Bolton keep proven contractors while bringing in new capacity and pricing at each reopening. Mileage-based pricing makes route costs transparent and easy to compare. Buyers value contractors who are reliable, safeguarding-aware, and competitive on mileage rates.

Next Steps

Appointed contractors should check that their revised mileage charges, effective from 1 September 2026, are reflected in route offers. New contractors should read award notice 044122-2026 on Find a Tender and watch for the next reopening window. Prepare licences, insurance, DBS and safeguarding evidence in advance so you can apply quickly when it opens.

How Athena Can Help

Open frameworks like Bolton's ITU reward suppliers who are ready before each reopening. Athena's help getting onto frameworks includes preparing your documents and responses so you can apply as soon as a window opens.

For existing providers, our pricing and bid models help you set mileage rates that win routes and still cover costs. We also offer public sector tender advice for wider Greater Manchester transport opportunities, so Bolton is not your only council customer and your fleet stays busy across the year.
