Framework Description
Bracknell Forest Borough Council is procuring a Capital Works Framework of up to eight building contractors (Find a Tender notice 095382-2026). It will cover capital works, planned maintenance, refurbishment, lifecycle replacement and related construction across the Council's corporate, operational and school estates. It is set up as a single-lot open framework, due to start on 1 April 2027 and run for up to eight years to 31 March 2035.
Context & Use Case
The Council will use the framework to deliver its capital programme, from school expansions and refurbishments to improvements at offices and operational buildings, plus lifecycle replacement of building elements. Work will be awarded through a mix of mini-competition and direct award between the appointed contractors. That gives the Council a quick route for urgent or repeat projects while keeping competition on larger schemes.

Who Can Apply
Suits regional building contractors able to deliver multi-site capital and maintenance projects, including on occupied school sites. The framework is still being procured, so contractors should bid in the forthcoming tender. As an open framework it may reopen to new suppliers during its eight-year term, but the first competition is the main entry point.
Buyer Benefits
With up to eight contractors and a mixed call-off model, the Council can direct-award simple or urgent jobs and run mini-competitions where price tension matters. One route covering corporate and school estates reduces procurement effort across a long capital programme. Buyers will value contractors who keep schools running safely during works, control costs and deliver to programme.
Next Steps
Read notice 095382-2026 and register on the Council's e-tendering system so you receive the documents. Prepare case studies of school and public building projects, health and safety records and financial standing evidence. Understand how direct awards and mini-competitions will work, as this affects how you price. The framework is due to start on 1 April 2027 and could run to 31 March 2035.
How Athena Can Help
With places for up to eight contractors, the scoring margin on this framework will be tight. Athena can manage your tender response from planning to submission, building win themes around school and occupied-site experience and modelling your likely score against rival contractors.
We can also advise on pricing for a mixed direct award and mini-competition model through our public sector bid support. And because this is an open framework, our framework registration advice can help you plan for any later reopening if you are not appointed first time.
