Coming soon

Framework Description

Bradford Children & Families Trust is procuring the Provision of Post 16 Supported Accommodation and Support Services Framework (2) (Find a Tender notice 040757-2026). It covers accommodation and support for young people aged 16 to 25, including looked-after children, care leavers and unaccompanied asylum-seeking children, across five lots numbered 2 to 6. The framework is due to start on 1 December 2026 and run to 30 November 2031, with options to extend by up to three 12-month periods to 30 November 2034.

Context & Use Case

The Trust places young people into supported accommodation that builds independence and improves outcomes, and wants to reduce costly off-framework placements. Needs range from emergency beds for young people in crisis to supported lodgings in a host's home and floating support for those living independently. All provision must meet the Children Act 1989, the Care Leavers (England) Regulations 2010 and the Supported Accommodation (England) Regulations 2023.

Scope of Services

Lot 2: Single occupancy and supported tenancy Lot 3: Specialist UASC accommodation, shared and single Lot 4: Emergency and crisis accommodation Lot 5: Supported accommodation in a private residence (supported lodgings) Lot 6: Outreach and floating support

Lots

Lot 2: Single Occupancy / Supported Tenancy; Lot 3: Specialist UASC Accommodation (Shared & Single); Lot 4: Emergency and Crisis Accommodation; Lot 5: Supported Accommodation in Private Residence (Supported Lodgings); Lot 6: Outreach and Floating Support

Who Can Apply

Suits supported accommodation providers, supported lodgings schemes and floating support services for 16 to 25-year-olds, registered or able to register under the 2023 regulations. The first tender has closed. Bidders had to pass the selection questionnaire and score at least 70% at tender evaluation. Providers who missed this round can bid in the next round, planned for March 2027.

Buyer Benefits

A framework gives the Trust quality-checked providers across every type of placement, so it can find a suitable bed quickly and avoid expensive spot purchases. Buyers will value Ofsted registration, safe staffing, a stable local offer in Bradford, and evidence that young people move on successfully into independent living, education or work.

Next Steps

The tender closed on 1 June 2026 and the framework is due to start on 1 December 2026. If you missed this round or were unsuccessful, prepare for March 2027. Check your Ofsted registration under the 2023 regulations, collect outcome data for young people you support, and review the quality questions with the 70% pass mark in mind.

How Athena Can Help

A 70% quality threshold means weak answers cost providers their place. Athena runs a bid health check on your responses from this round to find and fix weaknesses before March 2027, and our support with framework applications covers selection questions, policies and evidence for each lot.

We can also help you decide which of Lots 2 to 6 to target, using bid/no-bid planning tools that weigh your capacity, Ofsted status and local property supply.
