Framework Description
Bridgend County Borough Council's framework for the provision of a regulated care at home service appoints domiciliary care providers to support people to live safely in their own homes. It is a single-lot framework, published on Find a Tender under notice 067991-2026. It was awarded in March 2026, started on 1 April 2026 and runs to 31 March 2028, with an option to extend by up to 48 months to 31 March 2032.
Context & Use Case
Bridgend's adult social care team commissions care at home packages for older people and adults with care and support needs, enabling them to stay at home rather than move into residential care. Packages are placed with providers on the framework. Care in Wales is regulated, so providers must be registered with Care Inspectorate Wales to deliver the service.

Who Can Apply
Suits domiciliary care providers registered with Care Inspectorate Wales who can recruit and retain care workers in Bridgend. The framework is live and applications are closed, so providers not appointed cannot join until it is re-tendered, which could be as late as 31 March 2032 if the full extension is used.
Buyer Benefits
Care at home is in heavy demand, and a framework lets the Council place packages quickly with registered providers who have already passed quality checks. That reduces delays in hospital discharges and gaps in care. Buyers value reliable call times, continuity of care workers, Welsh language capacity and good communication with families and social workers.
Next Steps
Appointed providers should focus on capacity and quality: track call reliability, staff retention and inspection findings, as these will shape future package allocation. Providers not on the framework should check notice 067991-2026 for the award details, keep their registration in good standing, and plan for a re-tender at the end of the current term on 31 March 2028 or any extension.
How Athena Can Help
On a live care framework, providers that win more packages tend to evidence quality and capacity clearly. Athena's bid management services can help you present care at home performance, workforce plans and Welsh language support in any further competitions.
