Supported Temporary Accommodation Framework (STAF)

Live

Framework Description

Bristol City Council's Supported Temporary Accommodation Framework (STAF) secures supported temporary housing for homeless households from Registered Providers (Find a Tender notice 055857-2026). It has three lots based on household type and support level. The framework was awarded in June 2026, started on 1 July 2026 and runs to 30 June 2031, with options to extend by up to three 12-month periods to 30 June 2034.

Context & Use Case

The Council uses STAF to move households out of costly emergency and private-let temporary accommodation into supported housing, as part of its Tackling Homelessness Transformation Programme. Placements combine a home with support on life skills, employment, finances and moving on to settled housing. Families and single people are placed into the lot that matches their support needs.

Scope of Services

Lot 1: Family Low Support Lot 2: Family Medium Support Lot 3: Singles Low/Medium Support

Lots

Lot 1 - Family Low Support; Lot 2 - Family Medium Support; Lot 3 - Singles Low/Medium Support

Who Can Apply

Suits Registered Providers of social housing with supported housing experience and units in or near Bristol. STAF is an open framework, so providers not yet appointed can apply when the Council reopens it. Appointment requires evidence of suitable accommodation, trained support staff and success in helping residents move on.

Buyer Benefits

STAF gives the Council more supported units at lower cost than nightly-paid emergency accommodation, and better outcomes for households. Buyers value providers who can bring new units forward, keep standards high, prevent evictions and move people on into settled homes quickly.

Next Steps

Appointed providers should focus on bringing units into use and reporting outcomes such as move-on rates. Providers not yet on STAF should watch Find a Tender for a reopening notice from Bristol City Council and prepare: unit availability, support model, safeguarding policies and move-on data. Check notice 055857-2026 for the lots and award details.

How Athena Can Help

Because STAF is an open framework, Registered Providers who missed the first round have another chance. Athena's open framework applications service prepares your submission ahead of each reopening, including support models and evidence for the right lot.

We also offer homelessness tender support for other councils, and our bid managers can help appointed providers present outcomes that win more placements, such as move-on rates and tenancy sustainment. We can also model pricing for each lot so your rent and support charges stay competitive.
