Framework Description
Buckinghamshire Council runs this Dynamic Purchasing System for transport for children and vulnerable adults, covering home to school mainstream, SEND, pupil referral units, post-16 college, short-term care, and adult and child social care transport (Find a Tender notice 024890-2024). The DPS is organised by vehicle type and service, and runs until 23 February 2029, with no extension option.
Context & Use Case
Buckinghamshire's transport team uses the DPS to arrange routes for pupils and adults who need help getting to school, college, short-term care or social care services. Many routes involve children with SEND or adults with mobility needs, so vehicle type and passenger support matter. Admitted operators compete for routes when they are released, and admission does not guarantee work.

Who Can Apply
Suits taxi and private hire firms, minibus and coach operators, accessible vehicle operators and specialist transport providers. As a live DPS, operators can apply at any time before 23 February 2029 by completing the Selection Questionnaire for the categories that fit their fleet.
Buyer Benefits
Buckinghamshire needs a large, flexible supply of transport across a wide county with many different passenger needs. The DPS lets it add operators and fill routes quickly, including emergency cover. Buyers value safeguarding, trained drivers and passenger assistants, reliability, and competitive prices for each route.
Next Steps
Read notice 024890-2024 and register on the Council's e-tendering system to access the Selection Questionnaire. Choose the categories that match your vehicles and licences, and have DBS checks, insurance, operator licences and safeguarding policies ready. After admission, watch for route competitions and price each one carefully.
How Athena Can Help
Transport DPS applications often fail on missing documents. Athena's DPS registration service prepares your Selection Questionnaire and checks every certificate before submission.
Once you are on the Buckinghamshire DPS, our bid support for transport contracts helps you win routes with clear safeguarding responses, and our pricing advice for council work keeps those routes profitable once driver, escort and fuel costs are counted. If you also run emergency or specialist transport, we can help you show that capacity in the right categories.
