Framework Description
Caerphilly County Borough Council's Dynamic Purchasing System for training providers buys courses, qualifications and accreditations for Council employees and borough residents (Find a Tender notice 021907-2024). It covers professional development, technical skills, health and safety, IT, management and personal development. The DPS is live and runs to 15 August 2029, with an option to extend by a further five years to 15 August 2034.
Context & Use Case
The Council uses the DPS to train its own workforce and to offer learning to residents, for example to improve employability. Departments can source courses through competitions among admitted training providers, from short compliance courses to accredited qualifications. This gives the Council a flexible way to meet changing training needs.

Who Can Apply
Suits accredited training organisations, independent trainers, colleges and specialist providers. As a live DPS, providers can apply to join at any time before 15 August 2029, or later if extended.
Buyer Benefits
A training DPS lets the Council buy courses quickly and add providers as needs change. Buyers value accredited qualifications, quality trainers, flexible delivery (on site, online or in the community), good completion rates and value for money. Courses that lead to jobs for residents are valued too.
Next Steps
Find the DPS via notice 021907-2024 and register on the e-tendering system it names. Prepare evidence of accreditation, trainer qualifications, course outlines and outcomes. Once admitted, watch for competitions for both staff and resident training. Flag whether you can deliver bilingually.
How Athena Can Help

Once you are admitted, our course proposal writing helps you win individual competitions, and our local authority bid support helps you price courses and choose which council training needs to bid for. We can also check accreditation evidence for compliance before you submit, and help you show how your courses lead to jobs and progression for residents.
