25076 Homecare Framework

Coming soon

Framework Description

Cambridgeshire County Council's 25076 Homecare Framework will commission homecare across 15 place-based lots, each covering a zone of Cambridgeshire. It moves to a strengths-based model focused on enablement, social inclusion and independent living. A single service specification will apply to every lot, and providers will be limited to a maximum of four zones each.

Context & Use Case

The Council uses homecare to help vulnerable residents live independently at home, as part of its statutory social care duties. The new model focuses on what people can do and on personal goals and community links. Splitting the county into zones, with a cap on zones per provider, is designed to keep the market balanced and services resilient.

Yes: 15 place-based lots covering different zones of Cambridgeshire, with strengths-based homecare provision and enablement focus.

Who Can Apply

Suits registered homecare providers with experience of person-centred, strengths-based care and the staff to serve their chosen zones. The framework is still being procured, so providers win a place by bidding in the tender, choosing up to four zones.

Buyer Benefits

Zone-based homecare lets the Council secure reliable cover in every area and reduce travel time for carers. Buyers value enablement outcomes, staff recruitment and retention, consistent care workers, good CQC ratings and the ability to pick up packages quickly. Continuity of care for each person also matters.

Next Steps

Check the Find a Tender procurement record (ocds-h6vhtk-05186c) and Cambridgeshire County Council's procurement portal for the invitation to tender. Choose up to four zones where you have staff and can recruit. Prepare CQC evidence, financial and quality governance documents, and zone-specific delivery plans with enablement outcomes.

How Athena Can Help

Choosing the right zones is one of the most important decisions in this tender. Athena's zone and bid/no-bid analysis helps you pick zones that match your workforce and growth plans.

Our homecare bid writing then builds strengths-based responses with clear outcomes, and our social care framework search identifies other council homecare frameworks to plan alongside it. We can also check CQC and governance evidence for compliance before submission, and help you set out recruitment plans for each zone.
