Framework Description
Cardiff Council and the Vale of Glamorgan Council plan a collaborative framework for general building construction, maintenance and repair works on their non-domestic property. It has 16 lots split by area, eight for Cardiff and eight for the Vale. It is expected to start on 1 April 2027 and run to 2 April 2030, with an optional one-year extension to 2 April 2031, and will be procured under the competitive flexible procedure.
Context & Use Case
Both councils will use it for capital and maintenance work across their non-domestic property, from statutory compliance work and planned repairs to emergency call-outs. General building works are split into two value bands, up to £300k and £300k to £850k, so contractors can bid at the scale of job that suits them. Suppliers will be ranked by overall score within each lot.
Scope of Services
Statutory obligations (Cardiff) Electrical and mechanical works (one Cardiff lot; separate Vale lots) General building works up to £300k General building works £300k to £850k External works Fire and security Roofing works Emergency call-outs
Lots
16 lots covering statutory obligations, electrical, mechanical, general building works (tiered by value), external works, fire & security, roofing, emergency call-outs across both authorities
Who Can Apply
Main contractors and specialist trades able to serve sites in Cardiff, the Vale of Glamorgan or both. The framework is at the pre-tender stage, so suppliers get on it by bidding when the tender opens. Only the ten highest-scoring suppliers per lot at pre-selection, plus any tied in tenth place, will go through to the invitation to tender.
Buyer Benefits
One procurement covers two councils' estates, so neither has to run its own exercise. Trade-specific lots let officers go straight to an electrical, roofing or fire and security specialist, and value tiers keep small jobs proportionate. Because community wellbeing benefits are scored alongside quality and cost, the councils can show local social value from their building spend.
Next Steps
Register on Proactis, where the tender will run as project ESP1009299, and follow Find a Tender notice 082378-2025 for the tender notice, which the market engagement notice expected around March 2026. Choose the lots where your track record is strongest, gather case studies, accreditations and financial evidence, and draft community wellbeing commitments you can deliver, as these are scored at ITT.
How Athena Can Help
Only the top ten PSQ scores in each lot go through to ITT, so the PSQ decides who gets onto this framework. Our bid management team can plan both stages, model your likely PSQ score against the contractors you will be up against, and write ITT quality answers to the published criteria.
Athena can also give bid/no-bid advice by lot, help shape community wellbeing commitments that hold up at delivery, and price the ITT to win. If you want to line up other council construction frameworks for the year ahead, our framework registration service builds a 6–12 month pipeline plan.
