Framework Description
CDS Co-operatives' Repairs & Maintenance and Planned Works Services Framework is an open framework under the Procurement Act 2023, run with Plentific as managing agent. It supplies repairs, maintenance and planned works to co-operatives and community-led housing organisations. Lot 1 (Works) has been awarded, and Lots 2 to 4 for professional services, technology and materials are due to be published from December 2027. The framework runs to 29 June 2034.
Context & Use Case
Co-operatives and community-led landlords use the framework for day-to-day repairs, void works, compliance servicing and planned improvements to bungalows, blocks of flats, co-op schemes and business units. Plentific's digital platform is used to issue and manage work, giving small landlords visibility of jobs and supplier performance that they would struggle to set up themselves.
Scope of Services
Lot 1 Works: responsive repairs, voids, M&E, gas servicing, electrical testing, lift maintenance Lot 1 Works: fire safety, retrofit, kitchens and bathrooms, external decoration Lot 2: Professional services (from December 2027) Lot 3: Technology and digital (from December 2027) Lot 4: Materials (from December 2027)
Lots
Lot 1 Works (responsive repairs, voids, M&E, gas servicing, electrical testing, lift maintenance, fire safety, retrofit, kitchens/bathrooms, external decoration) - awarded; Lots 2-4 (professional services, technology/digital, materials) to be published from December 2027
Who Can Apply
Lot 1 suits repairs, compliance and planned works contractors, including SMEs. It has been awarded, but as an open framework it can be reopened to new suppliers. Professional services firms, technology providers and materials suppliers should prepare for Lots 2 to 4, due to be published from December 2027.
Buyer Benefits
A shared framework gives co-ops a compliant route to a broad supply chain, with work issued and tracked through one digital platform. Buyers value contractors who respond quickly, keep residents informed, upload compliance certificates promptly and keep standards high on small, scattered properties.
Next Steps
Lot 1 contractors should register and complete their profile on the Plentific platform so they can receive jobs. Others should watch for reopening of Lot 1 and for publication of Lots 2 to 4 from December 2027, using the Find a Tender procurement record (ocds-h6vhtk-06636f). Prepare case studies of social housing work and up-to-date compliance certificates.
How Athena Can Help
Lots 2 to 4 of this CDS framework give consultancies, technology firms and materials suppliers a clear target date. Athena can build a framework pipeline plan around December 2027 so your application is ready when the lots open.
For contractors waiting on a Lot 1 reopening, our bid management experts can prepare responses in advance, and our social housing tender support helps show how you work with resident-led organisations and boards.
