Framework Description
Construction Framework 2.0 (reference CBC-1897-T-SM) is Central Bedfordshire Council's planned framework of construction contractors for its building and infrastructure projects across the local authority area. The Council is at the market engagement stage: a prior information notice published on 29 May 2026 asks contractors for feedback through a request for information. The framework is expected to run for four years, from November 2026 to 31 October 2030.
Context & Use Case
The Council will use the framework to commission construction for public buildings, facilities and infrastructure without running a separate open tender for each scheme. Its request for information seeks views on the framework structure, procurement and award mechanisms, contract management, performance measures and contractual approaches, so contractors have a chance to shape how projects will be awarded and managed.

Who Can Apply
Suits construction contractors of the right scale for Central Bedfordshire's capital programme, with recent public sector project evidence and sound health and safety records. The framework is at market engagement, not tender, so there is nothing to apply for yet. Responses to the request for information are voluntary and are not evaluated.
Buyer Benefits
A standing panel of vetted contractors lets the Council start schemes sooner, with terms agreed and competence and finances already checked. Using market feedback to design the framework should give the Council award processes and performance measures that contractors can work with. Buyers value programme certainty, cost control, quality and safe delivery on occupied public sites.
Next Steps
Read the prior information notice on the framework page and respond to the request for information if you want to influence the framework structure, award mechanisms and performance measures. Then watch for the tender notice. In the meantime, shortlist recent projects that match the Council's work, and have accreditations, insurances and financial accounts ready.
How Athena Can Help
Construction Framework 2.0 is still at market engagement, which gives contractors time to prepare. Athena would start with a bid/no-bid review: is the Council's programme the right size for you? We would then plan the response timetable so you are ready when the tender is issued.
Our bid writing support covers the method statements, project case studies and win themes evaluators score, plus a Bid Health Check before you submit. Through our framework registration support, we also help contractors line up the council frameworks to target over the next 6–12 months.
