Framework Description
Chelmsford City Council runs this two-lot framework on behalf of the South Essex Partnership (SEPP). It covers the maintenance and installation of traffic regulation signs and road markings across the partnership's member authorities, including new signs and lines for Traffic Regulation Orders. Lot 1 covers signage and Lot 2 covers lining. The framework is live and has no extension option.
Context & Use Case
SEPP member authorities use it when signs or lines need repair, renewal or replacing, and when a new Traffic Regulation Order needs new signs and markings on the ground. Work is commissioned on an ad hoc basis rather than as a fixed programme, so appointed contractors need to respond to orders as they arise across several networks.

Who Can Apply
Applications for this framework are closed. Contractors that were not appointed cannot join until it is re-tendered. It suits road marking and sign contractors with traffic management capability and safety accreditations, either as specialists in one lot or covering both.
Buyer Benefits
Partner authorities get specialist contractors for signs and for lines without each running its own tender. That helps them make Traffic Regulation Orders enforceable quickly, since restrictions depend on correct signs and markings. Splitting the work into two lots gives buyers specialists rather than generalists.
Next Steps
If you are appointed, make sure each partner authority knows your response times and rates, and keep site and safety records ready for audit. If you are not on it, watch Chelmsford City Council's buyer page on Win a Contract for a re-tender notice, and build an evidence base of highways sign and lining contracts ahead of the next tender.
How Athena Can Help
If you hold a place on this SEPP framework, Athena can help you turn it into steady orders. We can review how you price and present quotes, and give your tender responses a health check.
If you are not on it, we can prepare you for the re-tender. Through our framework application support we map other highways and lining frameworks you could join sooner, and build case studies and policies so your evidence is ready. When the next Essex opportunity appears, our public sector bid consultants can take the submission from bid/no-bid through to award.
