Chelmsford City Council's Play Area Surfacing Framework appoints up to six suppliers to supply and install play area surfacing, mainly wet-pour, across the city's parks. The Council manages around 100 play areas, and 17 of its main parks hold Green Flag status. The framework is live. Selection rewards quality and specialism in wet-pour surfacing.
Context & Use Case
The Council's parks team uses it when play areas are refurbished or surfaces wear out and need replacing. Each project goes to a mini-competition among the appointed suppliers, who respond to a quotation request. Because suppliers are already vetted, the Council can move from quotation to installation quickly and keep play areas closed for as short a time as possible.

Who Can Apply
Specialist play surfacing installers, particularly wet-pour contractors with local authority playground experience. The framework is already awarded to a panel of up to six, so new suppliers cannot join until it is re-tendered.
