Framework Agreement for the Plant Hire & Hired Haulage

Live

Framework Description

City and County of Swansea's framework for plant hire and hired haulage (reference CCS/25/238) supports the Council's civil engineering projects. It was awarded in September 2026 on two lots: hired plant supplied with an operator, and hired haulage. A third lot, plant supplied without an operator, was not awarded. The framework runs from 1 October 2026 to 30 September 2028, with an option to extend by up to 24 months to 30 September 2030.

Context & Use Case

Swansea's engineering teams use it to hire operated plant for civil engineering work without keeping a full fleet in-house, and to hire haulage for moving bulk items between sites. Five suppliers were appointed to the operated plant lot and four to the haulage lot, so the Council has several firms to call on for each type of job.

Scope of Services

Lot 1: Hired plant supplied with operator Lot 3: Hired haulage for moving bulk items between sites Plant hire for civil engineering projects

Lots

Lot 1 - Hired Plant Supplied with Operator; Lot 3 - Hired Haulage (Lot 2 - Hired Plant Supplied without Operator was not awarded)

Who Can Apply

Suits plant hire firms with operated machinery and hauliers able to serve Swansea sites. The framework has been awarded and applications are closed, so firms not appointed cannot join until it is re-tendered, likely ahead of 30 September 2028 or, if the extension is used, 30 September 2030.

Buyer Benefits

Engineers can order operated plant and haulage quickly from suppliers whose rates, insurance and operator competence have already been checked, which keeps projects on schedule. Several firms on each lot give back-up when one is busy, and rates agreed for the term make budgeting easier on multi-year schemes.

Next Steps

Appointed suppliers should make sure Swansea's engineers have current rate schedules and availability contacts, and keep maintenance and operator records ready for checks. Others should note the 30 September 2028 end date and the possible extension to 2030, watch for Swansea's next plant hire tender, and keep records of public sector hires as evidence. Dry-hire firms should note that the lot for plant without operators was not awarded this time.

How Athena Can Help

For suppliers already on Swansea's plant or haulage lot, Athena can help you win and keep work under the framework with sharper pricing. Our pricing and bid support includes competitor analysis to show how your bid is likely to score.

If you are not on it, re-tender timing matters. We build a framework pipeline plan showing which Welsh council plant and haulage frameworks open first, and prepare your fleet lists, policies and case studies. When Swansea re-tenders, our tender support for public bodies covers the whole bid.
