Framework Description
Coleg Gwent's Recruitment Agency Framework (reference 260) appoints five ranked agencies to supply temporary staff to the further education college. The initial term runs until 19 August 2028. The framework will then reopen and run for a further two years to 19 August 2030. The Find a Tender notice reference is 013905-2026.
Context & Use Case
Coleg Gwent uses the framework to support staff resourcing, covering vacancies and absence with candidates supplied by agencies. Agencies need to supply vetted candidates quickly. The five ranked positions give the college a settled panel for the initial two-year term, and the planned re-tender in 2028 lets it refresh that panel for a further two years.

Who Can Apply
Recruitment agencies with further education or wider education candidate pools in South Wales. The five places have been awarded, so other agencies cannot join now. The next chance is when the framework reopens around 19 August 2028.
Buyer Benefits
Ranking gives college managers a clear order of who to call first, so cover is arranged quickly without running a competition for each role. Agreed rates and standard vetting checks reduce safeguarding risk and keep agency spend under control. The planned reopening in 2028 lets the college refresh the panel against performance.
Next Steps
Ranked agencies should track fill rates and response times, since good performance strengthens their position when the framework reopens. Others should plan for the reopening around 19 August 2028. Build evidence of college and school placements, safeguarding compliance, DBS processes and candidate quality, and watch Find a Tender for Coleg Gwent's notice.
How Athena Can Help
Ranked frameworks reward the agencies that score highest, so the reopening in 2028 matters. Athena can map your likely score against competing agencies and build win themes around fill speed, compliance and education experience. This is our competitor scoring and bid writing service.
Until then, we can identify other college, university and public sector staffing frameworks open now, and manage the applications through our framework application service. For the Coleg Gwent bid itself, our public sector tendering service covers planning, pricing and submission.
