Zero Carbon - Consult, Design and Install DPS

Live

Framework Description

Commercial Services Kent's Zero Carbon Consult, Design and Install DPS helps public bodies plan and deliver low and zero carbon projects. It has four lots, from site surveys and energy modelling to consultancy on technical solutions and installing them. As a dynamic purchasing system, it accepts new suppliers while it runs. It runs until 23 February 2029. The Find a Tender notice reference is 011519-2025.

Context & Use Case

Councils, schools and other public bodies working towards net zero use it at every stage of a decarbonisation project. Typically they commission surveys and modelling first, then strategy or technical consultancy, then delivery of measures such as heat pumps or solar. Each requirement is awarded through a competition among the suppliers admitted to the relevant lot.

Scope of Services

Lot 1: Site Survey and Modelling Lot 2: Energy/Sustainability Management Consultancy Lot 3: Technological Solutions Consultancy Lot 4: Technological Solutions Delivery

Lots

Lot 1 Site Survey and Modelling; Lot 2 Energy/Sustainability Management Consultancy; Lot 3 Technological Solutions Consultancy; Lot 4 Technological Solutions Delivery

Who Can Apply

Energy surveyors, sustainability consultants, building services designers and low carbon installers, including SMEs. As a live DPS it is open to new applicants who meet the selection criteria, so suppliers can apply now for one or more lots.

Buyer Benefits

Buyers can take a decarbonisation project from feasibility to installation through one route, with competition at each stage. Because new suppliers can join at any time, the pool keeps up with new technologies and installers. Separating consultancy from delivery also lets buyers get independent advice before committing capital.

Next Steps

Read Find a Tender notice 011519-2025 and register on the procurement portal it names. Choose the lots that match your work. A firm that both designs and installs could apply for Lots 3 and 4. Prepare accreditations, insurance, project case studies with measured carbon or energy savings, and your selection questionnaire answers, then submit before 23 February 2029.

How Athena Can Help

Because this DPS is open, the first job is getting admitted to the right lots. Athena's DPS application support covers choosing lots, writing the selection answers, preparing case studies and certificates, and a compliance check before submission.

Once you are admitted, each requirement is won through a competition among suppliers on the lot. Our win themes and bid writing make your carbon savings and delivery record count, and our public sector bidding expertise covers pricing installation work to win without losing margin.
