Framework Description
CHIC's Asbestos Abatement framework gives social landlords a compliant route to specialist contractors for asbestos removal, plus limited asbestos management work such as encapsulation. It has a single lot. It was awarded on 3 April 2021 and expires on 14 November 2026, with no extension. CHIC (Communities and Housing Investment Consortium) is a procurement consortium for housing providers.
Context & Use Case
CHIC members, mostly housing associations and local authority landlords, use it to remove asbestos found in their homes during planned and responsive work. Typical items that need removing are fascia boards, roof tiles, gutters, floor tiles, Artex ceilings and pipe lagging. Removal is often programmed ahead of kitchen, bathroom or roofing replacements.
Scope of Services
Removal from fascia boards, gutters and roof tiles Removal of floor tiles and Artex ceiling linings Removal of pipe insulation Encapsulation and limited management works Safe disposal of asbestos materials
Lots
Lot 1 - Asbestos Abatement
Who Can Apply
HSE-licensed asbestos removal contractors experienced in occupied social housing. Applications for this framework are closed and it expires on 14 November 2026, so new contractors cannot join it; the next chance will be any re-procurement by CHIC.
Buyer Benefits
Landlords can bring in licensed contractors quickly when asbestos holds up a planned works programme, without running their own tender. Agreed terms reduce risk on licensed work, where competence and notification duties matter. A single lot keeps the route simple for members commissioning removal alongside wider works programmes.
Next Steps
Appointed contractors should complete current call-offs smoothly before 14 November 2026, as performance records help in any future tender. Others should register through the 'Become a supplier' section of CHIC's website to hear about new procurements, and prepare HSE licence details, air test and disposal records, and social housing case studies.
How Athena Can Help
With this framework ending in November 2026, any re-procurement is the opportunity. Athena can plan your bid early and identify likely evaluation themes such as resident safety and waste traceability. Our bid management for contractors also covers scoring your likely position against competitors.
Meanwhile, we can find other housing and public sector asbestos frameworks and prepare the applications, through our framework applications service. Our bid/no-bid guidance keeps your effort on the routes most likely to pay back.
