CHIC Consultancy Framework

Live

Framework Description

CHIC's Consultancy Framework 2026-30 is a multi-disciplinary construction consultancy framework for its housing members, with national UK coverage. It was awarded on 4 September 2026 to 151 suppliers across 13 lots. It runs from 17 September 2026 to 16 September 2030, with no extension. It covers consultants needed across the lifecycle of homes and assets, from inception to post-completion.

Context & Use Case

Housing associations and council landlords use it to appoint consultants for planned works programmes, individual contracts and ad hoc projects. That might be a full integrated team for a regeneration scheme, a clerk of works on a new build, or a principal designer under the Building Safety Act. It could also be a stock condition survey to help a landlord understand its existing homes.

Lot 1 Integrated Consultancy Team (ICT); Lot 2 Contract Administrator (PM); Lot 3 Architectural; Lot 4 Fire Safety; Lot 5 Building & Party Wall Surveying; Lot 6 Quantity Surveying; Lot 7 Building (MEP) Services; Lot 8 Civil and Structural Engineer; Lot 9 Clerk of Works; Lot 10 Heritage and Conservation Consultancy; Lot 11 Stock Monitoring and Appraisal; Lot 12 BSA Principal Designer Duties; Lot 13 Housing & Asset Management Consultancy

Who Can Apply

The framework was awarded in September 2026, so consultancies not among the 151 appointed suppliers cannot join until CHIC re-tenders it, around 16 September 2030. It suits architects, surveyors, engineers, fire and building safety consultants and asset management specialists working in social housing.

Buyer Benefits

Members can appoint anything from a single clerk of works to a full integrated team from one framework. Dedicated lots for Building Safety Act principal designer duties and fire safety help with new regulatory demands. A large supplier base gives national coverage and real competition, and heritage and stock appraisal lots cover more specialist needs.

Next Steps

Newly appointed consultants should introduce themselves to CHIC members in their regions, with lot-specific credentials and framework rates, since members choose from a large pool. Those not appointed should plan for the 2030 re-tender, and meanwhile target other housing consultancy frameworks and members' own tenders.

How Athena Can Help

With 151 firms appointed, winning work under this framework depends on standing out when members choose consultants. Athena's consultancy bid support covers quality answers tailored to each member's brief, competitor scoring and fee strategy.

If you missed out, we can build a 6–12 month framework plan covering other housing and public sector consultancy frameworks, and prepare each of those applications. Our consultancy tender support helps with consultancy tenders that housing providers run themselves.
